Morning and afternoon activities in basic education
Morning and afternoon activities provided under the Basic Education Act are intended for pupils in grades 1–2 as well as for all pupils who have a decision on support. In Lappeenranta, we currently provide only afternoon activities.
The aim of the afternoon activities is to offer the child a safe and positive environment after the school day. The activities support the child’s growth and development, encourage good leisure-time habits, and help prevent situations where a child would be left alone or without supervision.
The activities are organized on weekdays during the school term, primarily between 11:30 a.m. and 4:30 p.m. Activities are not provided during school holidays or on Christmas and spring celebration days.
A participation fee is charged for attending the afternoon activities. Children are provided with a snack in the group, and treatment for any accidents is free of charge for the child.
In Lappeenranta, afternoon activities are organized both as a municipal service and as subsidized services in cooperation with partners.

Requirements
Places in afternoon activities are applied for on a yearly basis. Pupils receiving support must also submit an application. The application period for the 2026–2027 school year is open from April 1 to April 20, 2026.
The application is submitted electronically through the Wilma system (browser version) as follows: School (new pupils) → Applications and Decisions → Create a new application → Applying for Afternoon Activities.
If places remain available, children may still be admitted after the application period on a first-come, first-served basis.
Applications for Steiner School and Itä-Suomen koulu
Applications for the Steiner School afternoon activities are submitted by email to: lpr.steinerkoulu@lprsteinerkoulu.net
Applications for the Itä-Suomen koulu afternoon activities are submitted through the school’s own Wilma system.
Processing of Applications and Order of Priority
According to the decision of the Committee for Children and Youth, all pupils receiving support who apply during the application period will be admitted to afternoon activities.
If there are more applicants than available places after this, priority is given to:
- First-grade pupils
- Pupils with significant grounds, such as single parenthood, parents working evening shifts and challenges related to the child’s growth or development
If places are still available, children may be admitted after the application period in order of registration. Applications are submitted through Wilma (browser version).
Organization of Activities at Schools
You can apply for afternoon activities at all primary schools. The city has agreements for organizing activities at most schools. A group will be established if there are at least 12 applicants.
If the number of participants later drops below eight, the service provider may discontinue the activities from the beginning of the following month.
Who Is the Activity Intended For?
Morning and afternoon activities are intended for:
- pupils in grades 1 and 2
- pupils in all grade levels who receive support
Morning and afternoon activities are intended for grade 1 and 2 pupils and pupils receiving special-needs support in all grades.

Applying for Activities
A place in afternoon activities is applied for electronically via Wilma (browser version) separately for each school year, in the spring of the preceding school year. Applications, cancellations, and changes to service needs are made in Wilma (browser version) under the Applications and Decisions tab by selecting Create a new application in the top right corner.
Note for guardians of new pupils: The application must be submitted through the Wilma system of the child’s future school. Immediately after logging in, select the child’s future school to ensure the application is directed to the correct place. Decisions regarding admission to afternoon activities are made by the client fee secretary.
Changes in Service Needs
If there is a need to permanently change the number of days the child attends per month, the change must be made in Wilma (browser version).
The change can take effect from the beginning of the following month. It is recommended to submit the change at least two weeks before the end of the current month. Changes are made in Wilma by selecting Change in Afternoon Activity Service Needs.
The number of days can only be changed if the change lasts for at least three months. All changes are processed by the client fee secretary.
Cancellation of a Place
If the afternoon activity place granted to a child is no longer needed, it must be cancelled as soon as possible in Wilma (browser version). Changes occurring during the school year must also be reported by cancelling the place in Wilma.
Simply not using the place is not sufficient, and the place will not be cancelled automatically in such cases. All cancellations are processed by the client fee secretary.

Child’s service need 1–10 days/month: €55/month Child’s service need over 10 days/month: €110/month
If you wish to apply for a fee reduction or exemption, submit a fee adjustment application with the required attachments in Wilma (browser version). The application must be submitted no later than during the month from which the change is requested.
When Can the Fee Be Waived or Reduced?
The fee will be fully waived if the family receives social assistance.
The fee may be reduced by half if the family’s income falls below the income limit for free early childhood education.

Service background and legislation
Grade 1 and 2 pupils as well as pupils receiving special-needs support in all grades may apply for morning and afternoon activities in basic education. Morning and afternoon activities can be provided on working days mainly between 7.00 and 17.00.
The objective of the activities is to support children’s growth and development, promote their well-being and equality, prevent exclusion and reinforce inclusion.
The municipality is responsible for the morning and afternoon activities as a whole. It may organise the activities itself or together with other municipalities, or outsource the services to NGOs, communities and companies. The monthly fees collected for morning and afternoon activities are at the discretion of the municipality. However, the municipality has no obligation to organise these activities.
The school’s club activities or basic education in the arts may also be a child’s morning or afternoon activities.
The municipality and the wellbeing services county organise morning and afternoon activities for children with disabilities as interface cooperation.
